A modern and updated, detailed version of Vice City in HD would be an excellent idea. The bright, new-style neon lights, flashy new cars, trendy clubs and bars, a vibrant music scene and nightlife, you could'nt go wrong. America just seems to have the perfect organzied crime scene that is replicated in GTA games - Mafia, Latino drug cartels, Russian Mafia, Mexican gangs, Black gangs etc. Major American cities are recognizable to most people in the world even if they have never been there.
